The rule of thumb for established lawns is to water deeply and infrequently, one inch every five to seven days.  This stimulates root growth, resulting in a healthy, drought tolerant root system.  Watering is a big part, but remember to fertilize each spring and also to aerate (loosen) your soil.  These steps will maximize root depth and turf vitality; stimulating your lawn with less water. Lastly, using native or adaptive plants can greatly reduce your water needs, especially if you incorporate drip irrigation into your flower bed areas.
